Truth is, there’s only one thing stopping him from strolling down Penna Ave; the Constitution hasn’t been changed in this regard since the days of Harry Truman, etc.
I have known several Marines who told of meeting Harry taking his morning constitutional—though not alone—on Penna Ave in the old days.
