National popular vote or new political victors?:

"'After twice passing the legislature to be vetoed by then-Governor Schwarzenegger, a third attempt to pass a national popular vote (NPV) bill was approved by the California State Assembly in May, headed for Governor Brown’s desk.

It would pledge all of California’s electoral votes to the presidential candidate with the largest national vote total, if enough other states do the same (six states, plus Washington, D.C., have already adopted the pledge).

Unfortunately, NPV fails to achieve the primary rationale offered for it--fixing the supposed disenfranchisement of voters in “safe” states—which is a reliable indication that something else is the real issue....'"
